An incredible story wafting around the power corridors late last year had National Security Advisor Ajit Doval as a contender for the Union defence minister's post. The security czar's promotion to one of the four key cabinet posts did not finally come to pass, but even if it had, it would have been no surprise. The Narendra Modi government playbook is heavily reliant on the bureaucracy to deliver results. This could be a result of Modi being the first sitting chief minister to be directly vaulted into the PM's chair and replicating the state model of a close-knit bureaucracy at the Centre.
