    ne of the major decisions aimed at boosting revenues was to freeze all kinds of hiring in the public sector for three years, including military and educational personnel. The decision does not apply to judges, and ‘category one’ employees (those in the highest echelons) or to chairpersons and members of the boards of public institutions. Retirement is also to be frozen for three years and, if retirement is allowed, 25 percent will be deducted from the individual’s allowance.
