How do we organise a street party?

Q I live in a street of mainly elderly residents and we would like to organise a street party for the Queen’s Platinum Jubilee. You have published features on the rules and regulations in the past. Please can you let me know, in brief, what I would need to do? I assume I would have to contact our local council, but do we need insurance? It is a cul-desac so we could close the end of the road off, but would we need to get permission to do this?
