Adding blur to photos at both the shooting and editing stages can produce results. However, the problem with applying them in-camera is that the image you create is fixed firmly to whatever effect has been applied. Conversely, with editing-based blur effects, you can apply them to any image and still have the original left untouched and ready for use in other ways.
