Bacalhau fritters with saffron

MAKES 25 FRITTERS PREP 40 MINS PLUS SOAKING AND CHILLING | COOK 50 MINS | EASY

600g bacalhau (salt cod) 500g potatoes, peeled and chopped
20 strands of saffron, crushed
50g butter
2 fat garlic cloves, finely chopped
1 tsp lemon zest, plus 1 tbsp
of lemon juice
2 tbsp chives, finely chopped
2 tbsp parsley, finely chopped
sunflower
or olive oil, for frying
100g plain flour
1 tsp baking powder
1 egg
lemon juice
or sherry vinegar and garlic mayonnaise, to serve
