Do I have to pay VAT for new power supply?

LEAD CASE

Q In August 2022 I bought a £34.99 Kolink power supply unit from Currys. It stopped working in March, since when I’ve been ping-ponged between Currys and Kolink in Germany. It’s still under warranty, but Currys says this has nothing to do with it. Kolink says it will replace the power supply, but that I’d have to pay VAT to have it delivered to me. Are they both right?
