The Many Mints of Germany

I have a 1923-F 3-mark piece from the Weimar Republic I bought as a restrike. When compared to the one on the NGC website, the mint mark, the 3 in the date and other aspects “just don’t look right.” Could this coin have survived the Stuttgart Mint fire?
