This is a short story with a twist is about a police chief who while trying to catch a serial killer becomes involved in a conflict between cyclists and motorists.

Born in Cape Town, South Africa. Obtained a Bsc Degree in Science at the University of Cape Town. Worked in a research department of a major packaging company before switching to Information Technology in 1977. Lived in Johannesburg for twenty years. Travelled extensively on business to the USA, UK and Europe. Also travelled privately to these and many other countries. Hobbies include photography, genealogy, gardening, DIY, reading, walking and writing. Lives in Auckland, New Zealand.

Pennsville had grown into a medium size city. It was established shortly after World War 2 to accommodate the demand for modern housing in a rural area of one of the southern states. It had considerable appeal to new young home owners because of its wide shady avenues and many wooded parklands. Another of the contributory forces driving the growth was the University of Pennsville. The university had gained a reputation for delivering quality education, had reasonable fees, extensive sporting grounds and facilities, and ample campus-based accommodation. However it was a victim of its own success, as it attracted many students from other cities and states.
Student parking gradually became a perennial headache for the university authorities. Ultimately, and with the support of an active ‘green’ movement amongst the students, a fee for parking was introduced to reduce the number of vehicles on campus. Initially there was a drop in demand for on-site parking, but soon the problem resurfaced.
The answer to the parking problem, was a huge increase in parking fees for students having campus-based accommodation. Students in
