SPIRO V. HAXHI

Spiro V. Haxhi was born on December 7, 1944. He grew up in a small Eastern European country devastated by World War II, and graduated with a Bachelor of Science in Mechanical Engineering in 1967. During his life, he lived and worked in both Albania and the United States as an inspector, manager, and researcher. His passion, of which he has dedicated the last 40 years of his life to, has been pursuing the mathematical definition of quality. Haxhi has published: Quality Quantification Theory (2010), Teoria e sistemit te mireqenies (The Wellbeing System Theory) and Quality and General Welfare Codification (2014).

The world law makers, political-economic and social sciences never had an objective definition of the word welfare, and the world’s people, just now are much in want of one.

We the People all pronounce to promote the general welfare, but in using the same pronouncement, we do not understand the same concept. Lack of rational definition of the word welfare is the main reason of misunderstanding the core clause of US constitution preamble and misinterpretation of US constitution as a whole.

This is a big problem. In this formal essay, the leading concept of welfare is discovered and mathematically defined therefore a new paradigm in humanity’s governing is coming. Let us work to make it happens, to improve humanity’s life and save the world!

Introduction

Goodness, good, wellness and well are four initial leading concepts used intuitively by the mind, to govern any individual in life.

Although the individual brain implicitly knows these concepts, they are not known explicitly by political-economic and social sciences - this is the world’s biggest problem.

Although that promoting the general welfare (GWF) clause is in the center of the U.S. constitution preamble, the economists use the concept of growing GDP to govern the macro economy. The Value-based concept used by economists to make business decisions contradicts goodness or quality-based natural law, used by any individual to make life decisions.

The individual vs. communities’ decisions- making contradiction, is the root cause of all humanity problems all over the world. The good news is now these individual human being governing concepts are discovered and mathematically defined, therefore is simple to implement the Welfare-based decision- making concept in economy and life governing.
