Introduction
The amount and depth of provincial authoritarianism within the framework of democratic nation states varies.
The author analyzes here certain provinces or states
that participate in federal systems, but that have the particularity of being PROVINCIAL AUTHORITARY ENCLAVES that alter the landscape of democracies
. He takes Oaxaca in Mexico and Santiago del Estero in Argentina as representative.
II. Territorial politics and subnational authoritarianism: some theoretical connections
The OBJECT OF STUDY of Gibson's work is AN AUTHORITARY PROVINCE IN A NATIONAL DEMOCRATIC COUNTRY.
The OBJECTIVE is to DISCOVER IN WHAT CONTEXTS THE LEADERS OF THOSE PROVINCES OR AUTHORITARY STATES (generally, Governors) PERPETUATE THEIR REGIMES.
A. Interconnected institutions: conflicts across territorial spaces
According to many of the authors, including Stein Rokkan, THE PERIPHERY
(PROVINCES) NEEDS THE CENTER
(NATIONAL STATE).
However, THE CENTER ALSO NEEDS THE PERIPHERY, for example when adding votes or providing certain goods or services.
Therefore, GIBSON PREFERS TO SPEAK OF INTERDEPENDENCE BETWEEN CENTER AND PERIPHERY.
WHAT DOES CONTROL AN AREA
MEAN IN SUBNATIONAL POLICY? IT MEANS TO MONOPOLIZE LOCAL POWER or strongly reduce opponents. But IT ALSO INVOLVES manipulating or EXERCISING POWER BEYOND one's own territory, negotiating with peers (other governors of other provinces) or with the national government itself, for example by occupying or controlling positions in it.
For example, in a federal territorial regime, governors are fundamental actors in building coalitions.
IN SUMMARY: SUBNATIONAL AUTHORITARIANISM IS NOT A SIMPLE LOCAL ISSUE
