1. Introduction
In the 1990s, NEOLIBERAL GLOBALIZATION imposed a new vision of poverty and what to do about it. The focus was placed on TARGETED SOCIAL POLICIES, within the framework of a differentiation between the so-called new poor and the structural poor.
However, the IDEA OF POVERTY, encouraged by the multilateral organizations that caused –precisely– it, was CRITICIZED FOR LEAVING OTHER PHENOMENA, SUCH AS INEQUALITY, JOB PRECARIZATION AND EXPLOITATION (class analysis focused on exploitation and capital gain). ).
Regarding Latin America, although it is not the poorest region in the world, it is the most unequal.

1. Introduction

KESSLER PROPOSES COMPLEMENTING THE CONCEPTS OF POVERTY, INEQUALITY AND EXCLUSION
This complementarity would enrich the work, depending on whether the goal is to describe phenomena, analyze processes or design public policies.
2. Potentialities and limitations of the concept of social exclusion
While the defenders of the term SOCIAL EXCLUSION
stated that it was superior to that of poverty
, others considered it very imprecise and that it contributed little.
Furthermore, when exclusion measurements were made, what was found were...poor.
HOWEVER, YOU CAN BE POOR AND NOT EXCLUDED, OR NOT POOR AND EXCLUDED
Thus, for example, someone who is poor may have high participation or social recognition. Conversely, exclusion from social relationships can deprive them of tools to combat poverty (such as credit or a job opportunity).
Some authors defined EXCLUSION as the DENIAL OF CIVIL, SOCIAL AND POLITICAL RIGHTS.
A RIGHT-WING VISION, originating in France (Klanfer) and qualified as UNITARIAN
AND REPUBLICAN
, maintains that the excluded are those who are left out of progress: orphans, the elderly alone, drug addicts, the disabled. They are EXCLUDED FROM PROGRESS.
From the LEFT, that analysis mixes everything up, leaving aside the fundamental class analysis.
In practice, the concept led to social services focusing attention on neglected groups, in a context of rising unemployment in Europe in the 1980s.
IN THE CONSERVATIVE VISION, THE SOCIAL PYRAMID WOULD BE DIVIDED NO LONGER INTO THOSE ABOVE AND THOSE BELOW
BUT INTO THOSE INSIDE AND THOSE OUTSIDE
In that France that is taken as a paradigm of this model of exclusion, it implies EXCLUSION OF CITIZENSHIP. And those who fall into that condition, within the framework of an integrated society, are THE PARIAHS OF THE NATION
