    Introduction

    Characteristics of Latin America such as illegal violence, poverty and vulnerability, make many authors consider that it is not possible to speak of democracies to define their societies.

    Polyarchy or political democracy

    A COUNTRY WITH political democracy or polyarchy, that is, with periodic free ELECTIONS AND a series of FREEDOMS (to form political parties, of expression and of the press), BUT WITH a lot of POVERTY AND INEQUALITY, IS IT A DEMOCRACY?

    FOR the authors who support A SCHUMPETERIAN DEFICITION, THERE IS DEMOCRACY, because it is essentially political: IT IS A POLITICAL REGIME, regardless of the characteristics of the State and society.

    For OTHER AUTHORS, IF THERE IS NO EQUALITY THERE CANNOT BE DEMOCRACY, but rather a FRONT DEMOCRACY.

    FOR O'DONNELL, THE DEFINITION THAT LINKS DEMOCRACY TO EQUALITY IS DANGEROUS, BECAUSE IT DESPISES THE EXISTING DEMOCRACY AND PLAYS THE GAME OF AUTHORITARIANISM

    The author says: the argument that I will develop here is that there is a close connection between democracy and certain aspects of equality between individuals who position themselves not merely as individuals but as legal persons, and consequently as citizens, that is, as bearers of rights and obligations that derive from their belonging to a demos, a political community and from the fact that personal agency is attributed to them and, therefore, responsibility for their actions (...)

    O'Donnell affirms that, although equality is usually formal and not real, it is still important that it exists. Meeting, joining a political party or expressing opinions takes time, and many people don't have it. Many lack that time, or energy, or information, or even protection to be able to do things freely, without suffering persecution.

    IF PEOPLE DO NOT HAVE THE RESOURCES TO MAKE EFFECTIVE THE RIGHTS THEY HAVE ACCORDING TO WRITTEN LAWS, IN PRINCIPLE WE WOULD BE FACING FICTITIOUS FREEDOMS

    It is for this reason that (...) the poorest societies and/or those with the greatest inequalities are less likely to have lasting polyarchies.
