We have summarized here the essential of this book by the author.
Both the conservative theories that speak of "ungovernability", as well as the theories of the left, are questioned, and they fail to formulate why there is a crisis. But they agree that "it can no longer continue like this". For the conservatives, excessive modernization with social democracy, in the 40s, 50s and 60s, led to the crisis. While for Marxism the origin of crises is in the class struggle and in the capitalist economy, for conservatives it is a problem of political democracy.
The DIAGNOSIS OF THE CONSERVATIVES says that there is a failure of the State, due to an OVERLOAD OF DEMANDS that come from a society with too many expectations, fed by the participation and pluralism of democracy. THE STATE CANNOT RESPOND efficiently to all demands, and becomes saturated. The rule of law ties the hands of state power.

, as well as the theories of the left, are questioned, and they fail to formulate why there is a crisis. But they agree that it can no longer continue like this
. For the conservatives, excessive modernization with social democracy, in the 40s, 50s and 60s, led to the crisis. While for Marxism the origin of crises is in the class struggle and in the capitalist economy, for conservatives it is a problem of political democracy.
The DIAGNOSIS OF THE CONSERVATIVES says that there is a failure of the State, due to an OVERLOAD OF DEMANDS that come from a society with too many expectations, fed by the participation and pluralism of democracy. THE STATE CANNOT RESPOND efficiently to all demands, and becomes saturated. The rule of law ties the hands of state power.
The difference between expectations and responses translates into frustrations and a LOSS OF CONFIDENCE IN the relationship between THE PARTIES and the people. Parties necessarily have to disappoint the expectations they themselves created in order to win votes. Unfulfilled promises give way to the hard
media This can generate a re-ideologization of the party system, or reduce the capacity of the parties to channel the will of the voters. Thus, SOCIAL MOVEMENTS APPEAR that act at the non-parliamentary level. The demands continue to increase and the actions of the government are further reduced. The SYSTEMS become UNGOVERNABLE, and a solution from the inside, a self-healing
, is not possible.
The first THERAPY would be to REDUCE THE OVERLOAD OF THE SYSTEM (reduction of claims
). An attempt would be made to REDUCE THE DEMANDS addressed by the State from politics, the market, culture and knowledge, channeling everything to a technical vision, such as the market vision, where social, political and other factors do not count. There would be a privatization
of many issues, and at the same time a destatization.
The idea is that ideas such as minimum wage
(ie drop in wages), or natural unemployment
end up being accepted. It also implies UNPROTECTING THE national INDUSTRY in relation to competition, and DISMANTLING THE SOCIAL SECURITY MECHANISMS, as well as THE POWER OF THE UNIONS. That is the strategy of this first therapy. Another strategy aims to PROMOTE VALUES SUCH AS SELF-DISCIPLINE, NATIONAL CONSCIOUSNESS, stopping all questioning. The reality is
