Are they doing it for national security, for public relations, for peace, for fun, or for prestige?

Do they need the big entourage and the many support staff they travel with?
Is diplomacy a high cost, high carbon footprint, aggressive, xenophobic, ritualistic, self-glorifying, self-promoting and overrated activity?
