    Chapter 1: Police state

    In the context of a state, the term police state refers to a state in which the institutions of the government exert an excessive amount of control on civil society and liberties. When it comes to governance, there is often very little or no differentiation between the law and the exercise of political authority by the executive branch. Additionally, the deployment of internal security and police forces plays a more significant role in the governance process. In contrast to a liberal democratic system, authoritarian, totalitarian, or illiberal regimes are characterized by the presence of a police state. In most cases, these governments are one-party regimes; but, it is possible for multi-party systems to also experience the emergence of police-state rule.

    Since the beginning of the 20th century, the term police state has taken on an emotional and derogatory meaning by characterizing an undesired state of living that is marked by the overpowering presence of civil authorities. Originally, a police state was a state that was administered by a civil administration.

    The term police state was first used in 1851, when it was referring to the utilization of a national police force in order to preserve order in the Austrian Empire, according to the Oxford English Dictionary.
