The National Oceanic and Atmospheric Administration (NOAA) is predicting an 'above-normal' hurricane season saying there could be as many as 25 named storms, the most they have ever predicted. NOAA attributes the prediction to a number of factors including warmer than normal ocean temperatures in the Atlantic Ocean and La Nina conditions in the Pacific. The expected heavier than normal hurricane season comes at a time when the director of the Federal Emergency Management Agency (FEMA) is warning the agency could be facing a budget shortfall this year.
